2019-45765 – On August 3rd at 9:21 a.m., officers were dispatched to a report of a physical disturbance at the Sterling Municipal Library. Upon arrival officers observed what appeared to be several citizens attempting to detain a male, later identified as 21 year old Riky Lucatero of Baytown. Officers intervened and began attempting to place Lucatero in handcuffs, however Lucatero became resistant, violent and non-compliant as he attempted to pull away from the officers and conceal his hands under his body to prevent from being detained. This lead to a brief struggle before officers were ultimately able to place him in handcuffs. Lucatero continued his defiant behavior as officers placed him into one of their patrol vehicles. Once Lucatero was detained officers learned that he had been observed by witnesses pulling on door handles on cars in the parking lot in attempt to burglarize the vehicles. Lucatero was able to gain entry into one of those vehicles. The owner of the vehicle and a bystander, saw this and then attempted to detain Lucatero until police arrived. Lucatero was then transported to the Baytown Jail where officers contacted the Harris County District Attorney’s Office who accepted charges of Burglary of a Motor Vehicle on Lucatero.
