Baytown Police crack down on sex offenders
The Baytown Police Department Hot Spot Team recently concluded a city wide compliance check of
all the registered sex offenders who are reported to be living within the city limits of Baytown, a total
of 123 offenders and addresses.
During this initiative, members of the Hot Spot Team conducted visits to all 123 addresses where
these offenders are registered to live. These home visits were unannounced and spread throughout the
month in an effort to make them spontaneous in nature.
As a result of these compliance checks Hot Spot Officers arrested 4 offenders; they are identified as 40
year old Jamie Lowery, 37 year old Tavorris Monroe, 25 year old Joshua Prout and 70 year old Gary
Young. Each one was charged with Failing to Comply with Sex Offender Registration, a felony
offense. This initiative also resulted in a several offenders voluntarily coming in to make sure they
were in compliance as the word spread that our officers were conducting the checks. In these types of
initiatives compliance is the objective so the fact that out of 123 offenders only 4 were found to be out
of compliance, and a several others came in to make sure they were in compliance, is considered a
success.
The Baytown Police Department takes the safety of its citizen’s very seriously. Taking proactive steps,
such as this initiative, is just one of the measures we use to ensure our citizens have a safe
environment to live, work and raise their families, as well as a great quality of life. We want the
message to be very clear to those individuals who are required by law to register as a sex offender,
should they choose not to comply with their legal requirements to register, our officers will seek them
out and they will be arrested. The Baytown Police Department plans to conduct more of these
initiatives in the future.
