09.16.16 Thursday Night/Major Accident on Garth at Independence


2016-51946 –  On September, 15th at approximately 7:26 p.m., officers were flagged down in the 4600 block of Garth Road in reference to a female being assaulted by a male in the parking lot of the shopping center.  As officers drove their marked patrol units in the parking lot towards the scene of the assault, the suspect, later identified as 28 year old  Armando Rincon of Baytown, saw the officers and quickly got into his vehicle, a 2014 Chevrolet Silverado, and fled the scene. One of the officers activated his emergency lights and siren on his marked patrol vehicle and attempted to stop the truck. However Mr. Rincon refused to stop and pulled out of the parking lot at a high rate of speed, striking a red Chevrolet Cruze passenger car,  before continuing north bound on Garth.  Mr. Rincon was traveling at a high rate of speed north on Garth with total disregard for the safety of the other drivers on the roadway, failing to stop at multiple red lights and passing cars on the shoulder of the roadway as he fled from officers. Due to Mr. Rincon’s driving, after a short distance officers pulled back from the pursuit in hopes that this would deescalate the chase. Officers did however maintain their lights and sirens to alert other drivers.  After running multiple red lights and driving erratically onto the shoulder to elude police, Mr. Rincon struck the back of a Dodge Nitro, rendering his vehicle inoperable thus ending the pursuit and Mr. Rincon was taken into custody. The Dodge Nitro was occupied by two adults and two small children, who were transported to the hospital for precautionary measures but are expected to be okay.  The driver of the Chevrolet Cruze was not injured.  Mr. Rincon was transported to the hospital and treated for a laceration to his head and then taken to the Baytown Municipal Jail where Mr. Rincon was charged with Felony Evading in a Motor Vehicle. Additional charges may be filed once toxicology results on Mr. Rincon are received. Mug shot attached
